U can achieve it by wearing shimmer makeup or even simply with the dusting of a shimmer powder over the entire face. This will give u a softer and radiant effect where light hits your face.

Why Use Shimmer?

If u use a shimmer over your face with fine light reflective particles it gives a glow to your skin that seems to come from within.

Regarding eyes, If your creaseline  is defined with a dark color eyeshade and shimmer towards middle side, it will give more depth and texture in your eye makeup.

Overall, You appear younger! :),  as the shimmer deflects light off your skin and make any wrinkles less noticeable.

Shimmer makeup gives very harsh look during the daytime, it's perfect for evening when you want a glowing, eye-catching look.

Applying Shimmer

Highlighting the face:

The areas of face that need most to be highlighted include the tops of your cheeks, forehead, tip of your chin and tip of the nose. These are the areas where sunlight normally hits.

Highlighting the Eyes:

Add shimmer to your eye makeup by brushing a light shimmery shade over the center of your already made up eyelids.

Slick on some mascara.

For night, slick on a shimmery eye liner in a deep or bright color. The contrast between the black and the shimmer will be noticeable.

Highlighting the Browbones:

Highlighting the brow bone helps your face look more structured and overall beautiful. Apply a light colored highlighter just under your brows and the inner corners of your eyes. 

It is a great way to make you look healthy and glowing, and to make your eyes pop and look bigger as well.

Lip Gloss:

Apply a shimmery clear lip gloss over your regular lipstick or use a lipstick with crushed crystal like particles in it.

Keep in mind:

Sweep the brush lightly .

Use a light hand when applying shimmer powder.

Too much powder will make you look glittery and artificially shiny.
